Heiankyo

Heiankyo was the capital of Japan from 794 to 1869.  It is also known as the Thousand-Year Capital . The Heian period lasted from 784 (or 794) to 1185 (or 1192). In the middle of the Heian period, Japan moved from the ancient period to the medieval period.

Heiankyo was planned as a rectangular capital city, modelled on Chang'an of the Tang dynasty, measuring 4.5 km east to west and 5.2 km north to south. Main roads and alleys running north to south and east to west neatly intersected each other in a grid pattern, dividing the city into "towns" of around 120 meters square.
The width of the roads was about 12 meters even for small streets, and more than 24 meters for large streets. Suzaku-oji was as wide as 84 meters. ( Wikipedia )

Aliens attack Heiankyo.
They roam the streets of Heian-kyo, engulfing people.

Weapons in the Heian period (swords, spears, bows and arrows, etc.) were no match for them.

They have red bodies, walk on two legs, and have two arms above its head.

The hand at the end of the arm has fingers that are split into two at the tips, making it look like there are two fingers growing out of the tips of fingers.

Kebiishi (Police officer)

Kebiishi was an official in charge of maintaining public order and civil administration in Heian-kyo.

They use traps to fight against aliens who are useless against normal weapons. ( Wikipedia )

Kukai

Kukai (774-835) was a monk in the early Heian period. He traveled to China as a member of the Tang Dynasty mission. He brought Esoteric Shingon Buddhism to Japan and was said to have had a strong Buddhist power. He also had advanced civil engineering skills and made social contributions such as digging the Mannoike Pond. He was an authority on hole-digging techniques.

Although he does not appear in the Heiankyo Alien game, he was the head priest of Todaiji Temple at the time of the alien invasion and provided various forms of support to Kebiishi.   ​(Wikipedia)
